MCP to Help Design Massachusetts Statewide Public Safety Radio Network

New digital system will boost capacity and coverage for mission-critical communications

STATE COLLEGE, Pa. (May 28, 2019)—The Commonwealth of Massachusetts has selected Mission Critical Partners (MCP) to help finalize the design for a Project 25 (P25)-compliant, statewide, digital radio network that will maximize coverage and capacity for emergency response efforts.

Today’s public safety radio system, the Commonwealth of Massachusetts Interoperable Radio System (CoMIRS), serves as the statewide communications backbone and is used by municipal, regional, and state public safety entities for operable and interoperable communications and to dispatch emergency services in response to 911 calls.

Today, CoMIRS provides operable and interoperable communications for 245 public safety, transportation and environmental agencies throughout the Commonwealth. Of the nearly 30,000 radios active on the network, approximately 60 percent are used for daily mission-critical communications.

The project will build upon CoMIRS’s initial P25 network design plans completed in 2017 by the Commonwealth’s Executive Office of Public Safety and Security (EOPSS). MCP will be responsible for confirming and revising the initial design plans, initiating site acquisition activities and developing a procurement plan for the network, which is intended to meet the following needs:

  • Improved coverage for current and future radio network users
  • Expanded capacity for public safety purposes without negatively affecting the system’s service grade and audio quality
  • Enhanced coordination with E911 public safety answering points (PSAPs) throughout the Commonwealth
  • A sustainable and achievable funding model.
