Former Minnesota Emergency Communications Director Joins MCP

STATE COLLEGE, Pa. (January 23, 2018)—Jackie Mines has joined Mission Critical Partners (MCP), a leading provider of professional services and lifecycle management solution for mission-critical infrastructure, as a communications consultant. In her new role at MCP, Mines will advise federal, statewide and local clients on advancing their Next Generation 911 (NG911) strategic planning efforts and implementation and contribute to NG911 master planning efforts, interoperable emergency communications development, as well as to state and national policy development.

Mines brings more than 20 years of emergency communications networks experience to her new role. She comes to MCP from the state of Minnesota, where she was the director of the Emergency Communications Networks division within the Minnesota Department of Public Safety. In this position, she:

  • led the group responsible for funding and operating the statewide enhanced 911 and NG911 systems, the Allied Radio Matrix for Emergency Response (ARMER) statewide radio system, and the Integrated Public Alert and Warning System (IPAWS).
  • spearheaded review of Minnesota’s FirstNet Plan, and with input from the Statewide Emergency Communications Board and the governor’s executive leadership, advised the governor’s office on the FirstNet opt-in decision.
  • directed efforts for Minnesota to become one of the first states in the nation to deploy an NG911 backbone to 87 counties and 104 public safety answering points, a statewide radio system, and IPAWS in 68 out of 87 counties.

Before joining Minnesota, Mines held project management and product development positions for various telecommunications companies, where she managed implementations of wireless E911 deployments in Iowa and North Dakota, as well as other large, complex projects.
