STATE COLLEGE, Pa. (March 1, 2018)—Mission Critical Partners (MCP) today announced several new additions to its industry-leading roster of nearly 100 public safety subject-matter experts whose collective expertise covers radio and wireless communications, Next Generation 911 networks, public safety operations and facilities, and co-managed and IT services.
The new hires are as follows:
Jeff Wobbleton, communications consultant—Wobbleton brings extensive public safety experience to MCP, having most recently served as director of operations for 911/311 services at the District of Columbia’s Office of Unified Communications (OUC); in this role he oversaw numerous communications implementations and upgrades, including the deployment of text-to-911 service. Wobbleton started his career with the Maryland State Police, where he served 23 years, rising to the rank of lieutenant.
Jackie Mines, senior communications consultant—Mines will advise federal, state and local clients on advancing their Next Generation 911 (NG911) strategic planning efforts, and will contribute to state and national policy development regarding NG911 and interoperable emergency communications. Mines brings more than 20 years of emergency communications networks experience to her new role. Most recently she was director of the Emergency Communications Networks division within the Minnesota Department of Public Safety.
Brad Hiner, project manager—Hiner brings extensive experience regarding Enhanced 911 (E911) and Next Generation 911 (NG911) systems and services. Most recently, he was a program manager for General Dynamics Information Technology specializing in Next Generation Core Services (NGCS), which enable the proper location, routing and delivery of emergency calls to public safety answering points (PSAPs) in an NG911 environment.
Colby Rachfal, policy consultant—Rachfal comes from Booz Allen Hamilton, where she served the last six years as a senior consultant specializing in telecommunications, emergency communications, cybersecurity and legislative affairs. Among her clients were the departments of Homeland Security, Energy and Transportation, as well as the National 911 Program and the National Telecommunications and Information Administration (NTIA). She also worked as an analyst/researcher in the office of Congresswoman Anna Eshoo. Rachfal recently received a juris doctor degree from the University of the District of Columbia and hopes to take the bar exam in July.
Corey Thomas, technology specialist—Thomas comes from the U.S. Marine Corps, where he was a radio/communications chief for a decade. In this role he supervised the installation and operation of fixed and field-deployable radio and microwave stations. Thomas also is well-versed on radio spectrum management and analysis, having overseen frequency use, and conducting site studies as well as engineering and propagation studies.
Rick Rodriguez, senior consultant—Rodriguez brings extensive program and project management experience, with much of it gained in the public safety sector. For more than a decade, Rick worked for Harris Corporation, where he led the Las Vegas Metropolitan Police Department’s implementation of Project 25 and OpenSky systems, and the rebanding of the Miami-Dade County radio communications system.
Alan Densham, technology specialist—Densham brings 15-plus years of experience as a voice and network engineer/technician for IBM, the Federal Bureau of Investigation, and NiSource, a natural gas and electric utility company. As a voice engineer, Densham provided network support and troubleshooting service to NiSource for 25 years and helped upgrade the company’s call centers to Session Initiation Protocol (SIP) trunking, without missing a single call.
Rod Wheeler, technical specialist—Wheeler arrives with more than 35 years of experience as a project manager, specializing in engineering and management of buildings and facilities in the public safety, university/school, hotel, healthcare, and sports/fitness sectors. Over the course of his career, Wheeler has overseen the construction or modernizing of more than a dozen public safety answering points (PSAPs), aka 911 centers.
