Tom Stutzman, Director of Indiana County Emergency Management Agency, Pennsylvania
Tom has served as the Director of Indiana County Emergency Management Agency since 2008. Prior to that appointment, he worked as the Deputy Director in charge of 9-1-1 for 19-years. Outside of the regular EMA and 9-1-1 duties, he also serves as the Director of the County's Public Safety Training Academy; current Chairperson of the Inter County Regional Radio System (ICORRS); Chairperson of Region-13's Fire & HAZMAT Committee; President of the Pa. Hazardous Materials Technician's Assoc. and former Co-Chair of the Pa. Motorola Trunked Radio Group (Pa-MTUG). He also served as an Adjunct Instructor for the Pa. State Fire Academy and as a Local Level Instructor and Certification Test Site Coordinator for the Indiana site.

Scott Brillman, Director at Baltimore City 911, Maryland

Captain Scott L. Brillman is a public safety leader with expertise in emergency management and organizational change, serving in the Baltimore City Fire Department since 2003. Captain Brillman currently directs Baltimore’s 911 communication center, which under his tenure won the International 911 center “Team of the Year Award” from the International Association of Public Safety Communications Officials for the 911 center’s excellence in professionalism and performance in 2016. Captain Brillman proudly leads a workforce who handle more than 1.5 million emergency calls per year; the busiest in Maryland. He is currently tasked with transforming the organization into a “next generation ready” communications center, and with planning and implementing future innovations for the City’s 911- public safety system. In March 2014, Captain Brillman was appointed and commissioned by the Governor and Maryland State Senate to the Maryland Emergency Number Systems Board, which coordinates policy and funds enhancements for 911 systems across the state.
