Wisconsin Opens Round 2 of FY2026 PSAP Grant Funding

The Wisconsin Department of Military Affairs (DMA), through the Office of Emergency Communications (OEC), has opened Round 2 of the FY2026 Public Safety Answering Point (PSAP) Grant Program to distribute approximately $4 million in remaining funds from the state’s original $18 million FY2026 allocation. These funds were not awarded or claimed during Round One and are now being made available through a competitive second round to ensure the full FY2026 grant allocation is awarded to eligible PSAPs across Wisconsin.

All applications must be submitted by February 19, 2026, at 11:59 PM CT.

Purpose of the PSAP Grant Program

The PSAP Grant Program is designed to help PSAPs continue advancing Next Generation 9-1-1 (NG9-1-1) readiness. Funding supports investments that strengthen technology, training, resiliency, and long-term operational sustainability, enabling agencies to better serve their communities while meeting evolving 9-1-1 standards.

What Types of Projects Are Eligible?

Round 2 funding supports projects that align with Wisconsin’s NG9-1-1 priorities, including NG9-1-1 technology and system modernization; CAD, radio, and call handling system upgrades; cybersecurity improvements and continuity of operations (COOP) enhancements; advanced telecommunicator training, including Emergency Medical Dispatch (EMD); and PSAP consolidation projects and planning efforts. Allowable and unallowable expenses are detailed in the official OEC Grant Guide, and applicants should review this guidance carefully when defining their projects.

Funding Structure and Match Requirements

Under the FY2026 PSAP Grant Program, funding is structured with up to 90% state share, a minimum 10% local cash match, and reimbursement-based funding. Maximum award amounts may be capped if total requests exceed available Round 2 funds.

Why Early Planning Is Critical

Because Round 2 represents a limited pool of remaining FY2026 funding, applications will be evaluated competitively if demand exceeds available funds. Well-defined projects with clear budgets, timelines, and supporting documentation will be best positioned for success. Mission Critical Partners recommends that PSAPs begin proposal development right away to allow adequate time for planning, budgeting, coordination with vendors, and internal approvals.

How to Apply

PSAPs interested in applying should confirm eligibility by ensuring they are the county’s Designated PSAP and meet all training, service, and compliance requirements. Application materials can be requested by emailing interop@widma.gov and requesting the FY2026 PSAP Grant Application and Budget Spreadsheet. Applicants must prepare a project narrative and timeline, detailed budget and vendor quotes, proof of the required local match, Designated PSAP documentation, training plans, continuity of operations materials, and other required supporting documents. Completed applications must be emailed to interop@widma.gov with the subject line FY2026 Round 2 PSAP Grant Application by February 19, 2026, at 11:59 PM CT.
