Mission Critical Partners Expands Roster of Key Subject-Matter Experts

STATE COLLEGE, Pa. (February 3, 2017)—Mission Critical Partners (MCP) today announced several new additions to its industry-leading roster of public safety consultants and subject-matter experts. The new hires are as follows:

Brian Melcer, Program Manager—Melcer comes to MCP from Lawrence County, Pennsylvania, where he was director of public safety. In this role, Melcer oversaw the reorganization of the county’s emergency management and 9-1-1 departments into a single entity. In addition, he oversaw the implementation of a $13 million countywide eight-site Project 25 Phase 2 VHF radio system, and construction. Beyond his communications expertise, Melcer adds valuable fire service perspective, as he has been deputy chief of the Neshannock (Pennsylvania) Volunteer Fire Department since 2002.

 

Todd Johnson, Senior Technology Specialist—Before joining MCP, Johnson was assistant director of information technology for the city of Houston for six years. While there he oversaw the implementation, operation and maintenance of the largest land mobile radio system ever deployed by Motorola—a 55-site, Project 25, 700 megahertz (MHz) system that integrated police, fire and public works communications in the fourth largest city in the nation. Prior to this experience, Johnson spent 15 years with Motorola in a variety of technical roles.

 

John “J.R.” VanOoteghem, Technology Specialist—VanOoteghem comes to MCP from Cabell County (W.Va.) E-911, where he was the assistant director of technology for 15 years. In this role, he managed the agency’s computer-aided dispatch (CAD) system, geographic information system (GIS), two-way radio and microwave systems, and radio-console system, as well as the network and server infrastructure that supports these systems. Additionally, he oversaw the technology implementation for the county’s new $10 million 9-1-1 center, which opened in 2009.
